Bylaws, membership rules, election rules, board structure and conflict of interest policy are like constitution and should not be changed without the approval of the organization members
Policies are different than above but still should not modify or counteract the above constitution

Who should develop masjid policies
BOD is responsible for developing policies
Policies should start at the level of department that will implement the policy.
The input of the people affected by the policy is also very important
BOD should also consult with members, staff, volunteers and anyone else who may be affected by the policies.
The people in the community with knowledge and experience in the subject matter of the policy should also help write and finalize policies
Legal, financial and other professional advice may also be needed

Education and training
Some policies add new tasks, services, committees and they take education, training and real time exercise to implement
This should also be arranged by BOD or the executive office

Internal audit committee makes sure the policies are followed
Revision
Some revision are needed because of feedback
It is better to review all policies regularly (like every 2-3 years) and accommodate the feedback that was received
